Procurement Notice - ESTABLISHMENT OF GOVNET
The Government of Jamaica has received financing from the Inter-American Development Bank (IDB), and it intends to apply part of the proceeds to payments under the project Establishment of GovNet. This consultancy will support essential pre-investment activities, specifically a detailed assessment of the Government´s connectivity program including the current cost, options for reducing costs, recommendations on the most appropriate business model, and the best technical design of GovNet to promote efficient, secure and cost-effective information sharing and eventually also, the provision of online public services to citizens.
GovNet is envisioned as a government wide communications network for then seamless transfer of information between government agencies and other stakeholders and for the provision of on-line services to the public at minimal cost. The objectives are to: (a) reduce overall telecommunication costs for the Government of Jamaica; (b) raise the economic disincentive for government agencies to proceed on an individual basis in setting up their own networks, (c) improve secure communications; (d) reduce the transaction costs associated with the provision of public services and information.
GovNet would enable: (a) A secure managed network providing data, video and voice connectivity. (b) Secure user groups, to match specific information security needs. (c) A managed mail relay and browsing service across GovNet. (d) Secure connections to other Jamaican and regional networks. (e) Remote access, closed user groups and wide area networking. (f) Co-location and managed hosting of agency systems. (g) Secure connections to private (government)/hybrid cloud infrastructure. (h) Mediated or un-mediated internet access. (i) Virus, spam and image e-mail filtering services. (k) Access for private sector to communicate with their public sector partners. (l) Access to public entities to build shared services and secures multi-agency joint working programs. Ideally, GovNet would be structured as a public private partnership (PPP).
